I know they collected door and window brass handles and church bells in occupied Belgium. Brass brewIng kettles. In Germany collecting lids of their Steins...etc...
The picture shows the Magdeburg Zeughaus Museum in 1927.
-the area was destroyed during WW II. (Wikipedia). Magdeburg was heavily Bombed by British & American Air Forces during WW2. The RAF Bombing Raid on the Night of 16th January 1945 destroyed 60% of the City. Certain areas 90%.
Just checked and compared the photographs of this 1971 "box" with the Kube 2009 Auktions Katalog on the Didier LAINÉ Collection.
-there are several of these pre 1971 items offered in the Kube Katalog.

-I think the French nailed it: "Carton bouilli"...Described as: pressed into shape [in one piece] in boiling water; dried. [Not to be confused with "papier maché".] Covered with felt or waterproof canvas or -shell lacked. ...."Boiled cardboard...
