Beautiful condition. Looks unissued.
I believe that the chinstrap is period but added later.
I have several M15's where the black has worn away on the chinstrap. Especially common on felts it seems.

It would be a small "f", similar to what is pictured, but upside down from the other stamp.
Just a thought. This helmet looks to be in too good of a condition to bear this stamp.
