He is wearing the Kaiser Wilhelm I Centennial medal. The wappen on his tschapka is for a normal line regiment so it's before 1899 when they got the Guard Eagles with the bandeau.
Good eye John, I missed that. A photographer prop? Why would you dress up in full parade uniform and leave your helmet at the barracks ? Or....is this simply a head superimposed on a uniform?
