This looks fake with some real components?

What an oddity! Looks like somebody tried to copy a Prussian Pelzmuetze. However, the construction of the wicker frame is completely wrong. Covered with a canvas like material that is totally different from a hairless seal skin. The scroll is misplaced and looks like a copy. The whole thing is kind of too high. Attachments for the Kolpack and Fangschnurr are missing and probably never existed. The seller describes it very honestly, but is wrong when identifying it as a M15 model that lost its hair.
It looks very old though, and there is a paper tag with old writing. An ersatz of ersatz? Some ersatz Pelzmuetzen were covered with plush (Pluesch) that can look like this when “hair” is gone. I don’t believe it though. Most likely an old fantasy, possibly a theatre accessory.

I thought I read some where that some Hsaren (during the war) were issued a Busby that was basically a frame with an Überzug permanently affixed to it. Is this true?
