It is definitely Prussian though. I think somewhere on the site here someone posted pictures of the different colours and what they mean. I think Tony has some stuff on his site as well. Here it is:

Yes there is one that looks similar but it seems to me that the one I am showing is black and not Dunkelblau. Hence my question

Good to know. I never even thought of non-military Schirmmutzen.

Feurwehr used crimson colour. So they look the same as DR22, but DR22 colour was red. The colours can look very similar until they are side-by-side.

Then there is the issue of so many hats share this colour configuration of red piping/black band. All Artillery, Pionier etc. All of those have a dark blue top. Endless colour variations, but always a shade of dark blue.

Peter’s Schirmmütze is a light blue typical of Dragoner.

If it is black and not very dark blue, it is not military (IMO). If it is dark blue, I'd vote Prussian Infantry or Uhlan.
