I'm not sure that is silver spray paint.
I bought a galvano copy once (for dirt cheap) just to see what it was. The back of the copy I bought was bumpy, lacked definition, and it was silver.
I think the silver color may be a result of the galvano process, whatever that is.
One superb identifying test to determine whether or not a Wappen is stamped, or if it is cast, or galvano, is to tap it.
Put the Wappen face down in the palm of your hand and gently tap it with the thumbnail of your other hand. A stamped piece of metal will "ring" like a bell, but the cast and galvano will give a deep "thud".

It appears to be copper grown in a tank solution; the silver on the back is likely the barrier plating to prevent the copper from eating through the gold plate. The gold finish was probably done by brush plating.
