French helmets

CASQUE D’OFFICIER DE CUIRASSIER, modèle 1858,- Second Empire.
The black fur is referred to as « vache marin» in French or «sea cow» translated to English. Is that some kind of Manatee or dugong? Do anyone know?

I believe it's seal fur. The same material used for hussar busbies/pelzmutzen
