According to the back writing the picture shows a soldier of GMGA 249. It is dated July 11th, 1916. This type of tropical helmet appears on other pictures from the macedonian front too, sometimes with eagle sometimes without.
So evidently not all GMGA were equipped with the scroll-and-neckflap helmet..
