This has to be a parts helmet..... ! ? ! ? Doesn't that spike belong on a M15 dragoner pickelhaube?

You are correct. This is what I immediately thought when seeing this. The colour match with other metal fittings is perfect though.

Time has not been kind to this one. What's happened to the spike base?

The missing finish along the front visor stitch line suggests to me that is has been machine stitched back on. This is why in restoration, all restitching has to be done by hand. Restitching by machine would produce this effect. From what I can see, the front visor is also made of cardboard.
