Doesn't have to be. House numbers 100 years ago are often not the same as now. A lot more houses were added as a result of which existing numbers changed over the years.

Potentially but there is an empty lot with apron and the surrounding homes look to be early 1900s and from a very old working class neighborhood that does not appear to have changed much so I would suspect the old house was torn down and left as a vacant lot.
