Came across this picture and thought the Insignia was interesting can't remember ever seeing those collar tabs.

Have you considered some type of Forestry service? Maybe a good place to start a search

The stag head with the cross patch on the arm is a close match for the Kaiser Forestry Service emblem less the crown
