Sadly it's not an easy question to answer... I've been looking into this subject recently too.
There were different rules for different states, some states put some of their medals ahead of Prussian ones in certain circumstances.
As a very basic guide, the Prussian EK2 usually came first... then wartime medals from the owner's state, then peacetime, then medals from other German states, then foreign medals. But that's a very basic simple view and not always correct and even within the Prussian rules, the rules changed at different times (eg. switching the position of campaign and long service medals). And as always some people just wore their medals in the wrong order...
