Misc. Kokarden, any ideas?

Anyone have any Idea what this Kokarden is or for what? I have shown it next to a standard NCO Kokarden for size reference.

I believe that this Kokarde may be from Reuss or Waldeck.
Judging by the size it is likely for an early tschako.

Hamburg used a similar Kokarde about 1850, but I think it was made of wool.
