New pic, not sure who they are?

This one is in a new photo album I just got today, mostly shots between 1914 and 1918.

This one is one I cannot figure out? The guy up front has a fez with chinscales??

Any ideas guys?

For the Fez with the scales, I don't know :-k

I do not know but it certainly is a cool question. Might not even be Turkish.

I assume they are Turkish: The Ottoman Palace Band in Munich 1918.
