This is a movie prop or something like it in my opinion. The tarboosh was basically designed to be worn over the fez. But I've never seen it with the eagle sewn on in period photos. Again, I think something that was used in a movie or TV production were in the background it would look OK.

Judging from the eagle, I'd say it's from the Jager zu Fez. 8-[
