Russian or Prussian?

Isn't this a Russian visor cap? The lower cockade seems really out of whack.

It looks Russian to me. The short stubby visor with a normal size crown are Russian features. That little visor on German caps fell out of vogue some time in the 1890's and is normally associated with the smaller crowns. The chinstrap does not seem to fit the cap and there are other odd attributes that make me think this cap was put together.
