This appears to be a felt body with a shellac coating...and visor trim.

I don't know enough about these helmets to really make an intelligent comment, but I wonder if the coating is period?? Maybe somebody with more insight could comment....

All I can say, is that we have seen lacquered felt officer helmets, so why not an OR's shako for a special unit?

Yes, but the visor trim is unusual.
