Single bar with a paper tag

Hi Guys,
In the back side of my bar has a paper tag wrote VOSS, is the maker mark or what?

Most of the medal bars with the maker´s mark that I´ve seen are sewn in the fabric that covers the back and also brings the city where the maker was located. For instance, "Godet, Berlin".

I would say that it is the name of the awardee - which is also very uncommon.

Hi Otto: The medal bar is the Centinary medal and was given to everyone in the German army who was on active duty in 1897. Given the very wide distribution of the award and the fact that the label is underneath the ribbon, I suspect Voss was either the maker of the frame of the medal bar or a firm who assembled medal bars.
