Stamm Abteilung Matrosen Artillerie Kiautschou

Hi can anyone tell me what the purpose of a Stamm Abteilung is? I've never heard of this abteilung before.

I've sometimes seen this abteilung as Stamm Abteilung Matrosen Artillerie Kiautschou in Cuxhaven.

Any information regarding their purpose would be appreciated and were they stationed in Kiautschou China or Cuxhaven, or both?
 
It was the home depot stationed in Cuxhaven. It administered and trained personnel for the Kiautschou based Abteilung and provided drafts. In 1914 it was a two company strength detachment commanded by Korvetten-Kapitän Soffner and accommodated at the Kiautschou Kaserne in Cuxhaven.
