Joe: Look closely at the helmet, convex chinscales, squared front visor, line type eagle. The shoulder board has a wappen shield typical of Beamte.

Thanks R1 I looked and .... so much to learn about Beamte. He would have a reaserve type wappen yes? So how do they figure JR164? The photo location? You really cannot tell which type of beamte from the fuzzy photo can you?
the only beamte with the equivalent of commissioned rank on the establishment of an Infantry regiment would be the three Oberzahlmeisters/Zahlmeisters (Quartermaster come Paymaster). However the piping on his boards and the front edge of his tunic look decidedly darker than the white utilized by the Zahlmeisters. In any case the Zahlmeister had one Rank Rosette and the Oberzahlmeister two Rank Rosettes. This guy has none.
Joe: The beamte helmet plates are pretty much standard line type plates usually with small added eagle or state shield. See chapter 16 in Imperial German Military Officers' Helmets & Head Dress 1871-1918 by Stubbs.
IR 164 was garisoned in both Hamelin & Holzminden. However, the fact that the photo was taken by a photographer in Holzminden is no guarantee that the fellow had any affiliation with IR164.
