What uniform is this?

This is date in early 1915. Seems to be a mix of uniforms and I have decided that the gentleman in the middle is a bellboy. One cockade, different collar tabs -- help me Mr. Wizard.

These are apparently new draftees from the state railway. This single cockade is in the national colors and the collars have a combination of pips and railroad engine inisignia.

What surprised me about this picture is the date. So these guys go to a recruit Depot in 1915 and take a picture while wearing their railroad outfit. Somehow I would have thought they would have had some sort of uniform by the time the picture was taken. Lots of possibilities just makes me tilt my head a bit.
 
I have seen several solo portraits of Railway men so armed and I beleive the couple I have observed were all 1914 dated.

The difference between Railway & Eisenbahn truppen is that Railway were from the National Railway and Eisebahn were strictly military trains (railroad that is)?
