Apparently, only Mecklenburg and Oldenburg Dragoons wore the "Russian model" cap in that era. I didn't see any Oldenburg Dragoons with yellow/gold litzen, so I think he is a Mecklenburger.

I am hoping that someone may be able to confirm my suspicions on this photo. I got it in with a grouping of other photos, and suspect that he may be an 1860s Mecklenburg Dragoon. I know they wore kepis. If not a Mecklenburger, I would certainly think a Dragoon of one of the other...
@Glennj here is one for you! The Officer at left-center looks to have early 1919 Major's sleeve insignia.
