    It should be. Maybe there's a wayward hyphen in there somewhere. I have managed to procure a second photo of this group on parade. The author records them as being Ersatz Abteilung 46.

    I've had the reverse translated. "Letzter Appell am Montag Morgen, Austeilen der Soldbücher und Erkennungsmarken" - Last Monday's roll-call to distribute Soldbücher and identity-discs.

    For anyone else interested, I found the answer. These fellows were used in artillery and artillery support units to detect enemy batteries by sound or light.
