I emailed the seller to ask if the band was velvet, and he replied that it is. The auction has about 4 hours to go as I type, with the price over 500 euros.

I have no personal experience, but this dealer lists quite a few items on Ebay. Not in- expensive, that's for sure! Then again, I'm assuming that there is not a great amount of Imperial Russian militaria out there.
