You can just make out an 83 on one man's shoulder straps. The stands they are resting the rifles on appear to be marked 4 Comp. That does not appear to be a very comfortable offhand stance. Wonder if they are being punished

You are correct. This looks like a very old picture. 1880's?

They have Gew 88 rifles, so before about 1900 and after 1888.
