Not sure, but just looking at it, It looks very put together, or homemade if you will. Mainly because of the way the peaks are attached, and the comb does not look the quality of what it should be, looks more like it came off of a push broom. I personally however, cannot say, A theatre or movie prop could be a decent guess. Plus I think for something Imperial German or slightly earlier, it just does not fit the common style, if that makes sense. Being that it looks too tall, just really too flashy. I think it may be built from an original fireman's helmet, or something similar. Interesting looking though.

The Baden Griffin lacks crown and wings, inside a hex nut and a modern liner. In addition, the Baden cavalry helmets from the Napoleonic period that I know looked significantly different. I think it might be a theater helmet.

oYes, I'm still thinking of a fireman's hull, (flattened at the top, perforated liner at the front etc...) but with a fancy caterpillar-crest-brush, for theatre, cinema, a cross-dressing dance, carnival etc...
In any case, there are no military regulations.

I am thinking perhaps a fairly recent attempt to duplicate something in this vein :
