Hopefully someone can help identify because I have an Uhlan tunic with basically the same insignia on the shoulder devices. See pics ...

The belt/buckle is a Prussian officer buckle on the standard silver brocade belt with black stripes.

The Ulan epaulette with the "WR II" cypher is from the 13th Ulan regiment.
