It was common back then for the 'social elite' to dress boys as girls (long hair and all) until they were three or four. Early photos of FDR show the same thing. So... can you imagine Kaiser Bill in a dress as a toddler? Ohhhh man!

Maybe a royal pain as an infant! But I think most kids have a baptismal dress, it was a fad back then to dress boys as girls for the first few years of their lives... maybe to console the moms who'd have to put up with them playing soldier for the rest of their lives!
