Im certainly not a schulterstücke expert, but the flecking is black so most likely Prussian. It maybe veterinarian or landwehr based on having 2 pips, but no regiment number. Now for the color of the underlay. Is that black, purple, or dark blue underneath?

Black velvet and no cypher indicates a Rittmeister in either 1. or 2. Leib-Husaren Regiment.

Possible
The 2 L H R 2 carried the "V " cypher , but I can't
remember what year it was added for the Kaiser's daughter

The cypher was awarded for Queen Victoria of Prussia, 22 Feb 1888 for officers, 24 May 1888 for enlisted.
