I think you're right. First, the trim on both the front visor and neck guard. The liner looks odd as well. I would guess this was some sort of Beamte or fire helmet and failing that perhaps a city musician / band or even a stage piece????????? It also looks as if the front visor was attached with the top rolled inward like a Tschapka? Or is that just reflection?

Certainly not the original plate, notice the dent in the mounting hole, then whomever decided to twist the loops to fit it. One was re-soldered or just plain loose on one end.
Oddity to be sure.
