Maybe so high because it is one of those rare non-camo ones :D
Liner looks ok to me, but is not in all that great condition, I wouldn't be flexing it around. It appears to be a nice 1917 but not at that price.
 
I do not see any stitching to hold the liner in place, the band looks like it has not been removed, maybe it is Adulph Hilter's
 
Liner matches a couple of the m'17 I have. I think the white of the pads maybe a result of lighting. Notice the leather is starting to break at where it is folded over the band, so it shows age.

I know from personal experience that finding a nice as issued helmet isn't the easiest thing.
