We often see these helmets up for sale but few pictures of the owners wearing them:

I would appreciate any identification of the medals and rectangular badge shown in this foto. Brian
 
nice Picture .the expresion on his face almost looks like he has seen a ghost . But it has a nice character to the photo .
Intaeresting edals , the bar looks similar to brittish ones issued for certain Camapigns like China and Ghunzee , I am not saying that is what they are but look similar.

A Preußen veteran of the 1870 War: the subject's medals are the Kriegsdenkmünze für 1870 - 71 (with four bars), Erinnerungs-Medaille (issued in 1897), and the Allgemeines Ehrenzeichen. The ribbon device worn below the Spange is one of the three classes of Dienstauszeichnung für Unteroffiziere und Soldaten.

This gentleman most likely begain his military career in the 1860s and served in some Reserve or Landwehr capacity through at least 1897.

Brian, can you provide a close-up scan of the bars? Is the photograph dated?

a copy of this photograph was published in an article in the January/February 1981 edition of the Zeitschrift für Heerekunde. He is identified as Polizeidiener Stühm of Meldorf, a member of the Prussian Kommunale Polizei.

See that's what I get for being too timid and unsure of myself! I thought from the beginning that was a polizei helmet and not customs, but kept my thoughts to myself. :? Didn't the customs helmets have the Imperial eagle on it instead of the Prussian eagle?
 
Trawling back through the old posts, I managed to determine the date of Herr Stühm's award of the Allgemeines Ehrenzeichen: 10 March 1911. In the Ordensliste, he is shown with the rather more archaic title of Stadtdiener. His first name was Heinrich.

Prussian Kommunalpolizei

This is considered a helmet for Prussian Kommunalpolizei model 1896.

The real key is not the very specialized spike but rather the spike base. This one has a cruciform base. The exact same helmet with a round spike base is for Prussian Beamtee. While this one is police often the police helmets are confused with customs.
