It looks like a pair of khaki pants stitched around an inverted lamp shade with a 1970s vintage skull, a peacock feather, and some hat cord acorns...
 
The Seller's name rings a bell... I think we've "bad mouthed" him before, despite his 100% score still :-?

Busby covers were worn over their busbies during the war, but they were not made with only the cloth without the fur. Also while the 8th and 9th Hussars Regiments did have the cornflower-blue busby-bag, they did not have any wappen or scroll etc...on the busby yet alone the totenkopf of the 1st and 2nd Life Hussar Regiment, nor the totenkopf of the 17th Brunswick HR either. Buyer be ware!
