The buckle is a copy.

Here are photos of an original telegraph buckle. Note the position of the solder points for the front plate.
Original buckles will not be marked DRGM.
Also note the configuration and construction of the prong bar.

 
I agree, its a bad one, lot's of chemically applied darkening to the surface to artificially age the brass. You have to be careful of the stamped steel ones also, they make good copies of those too. :x
