Happy group with unknown headdresses - Balkans?

can you make something of these headdresses? The man to the right has a badge or pin, any thoughts about that?

We have seen the dark color hat before. It has to be some local deal from the Balkans that was used for jokes.

You mean these guys? I call them the seven dwarfs (number 7 is just taking the picture). The writer calls the hats "Balkanmützen" on the back.
