Help Needed Please: Translation of a Label/Range list?

Is anyone able to read the name of the owner and regiment? Any info on the owner? Any help is very much appreciated!

You guys are awesome! I just couldn't wrap my head around the script.

With that info I found this:

Unteroffizier H. C. Scheibler refers to Hans Carl Scheibler (1887–1963), a prominent German chemical industrialist and genealogist from the well-known Scheibler family in Cologne (Cöln). He served as a non-commissioned officer (Unteroffizier) during the First World War



Military Service: During World War I, he served as an Unteroffizier and took part in the conflict.

Industrialist & Civic Leader: He was the director of the chemical factory in Köln-Kalk (Chemische Fabrik Kalk) and held the title of Commerce Councilor (Kommerzienrat).

Genealogy & Preservation: Beyond his military and business career, he was a passionate historian. He co-edited the Westdeutsche Ahnentafeln and notably served as chairman for the local chapter of the Rhenish Association for Monument Preservation (Rheinischer Verein für Denkmalpflege und Heimatschutz)

The question is why would a NCO stationed in Darmstadt buy a uniform from a tailor in Coln?

I think I may have answered my own question. Herr Scheibler was from a very wealthy family that lived in Coln. He later became a noted diarist during WW1 while a lieutenant in the trenches.
