I agree with Steve, I'd guess Russian. I can see the buttons have a crest or something on them, can you post a close up? Also appears the cuffs are "Polish" cut similar to the Uhlan Regts.
I think this may be a Royal Bulgarian officers tunic, late 1800's or early 1900's. The Bulgarian uniforms used crowned rampant lion buttons, and the cut in this photo appears similar to what you have. As to rank, without the boards I don't think you can tell unless there is an owners label inside. The back of the buttons are from the Bruder Schneider, Wien (Vienna) It could be that the uniform was tailored in Vienna for this officer.
