Help with Wappen from wedding photo

I have just aquired a wedding photo dated 1909. I need help with the wappen on the helmet. Can anyone ID it? One of his medals is a Southwest Africa Service medal.

He is some type of policeman, who is a military veteran. The wappen on the helmet is a bit hard to make out, but I believe it is the arms of the city of Nürnberg. Since the photo is from that city that reinforces my thinking.

Here are the arms of Nürnberg and I think that's what is on the helmet.

To me, it looks like neptune with a trident or some figure with a spear???
There are a LOT of city crests in Germany... It's a long process to search them all.
