I have a copy of the rare book "Deutsche Ortswappen" which shows all Orts Wappens (naturally). Saxony also used the two lions holding a center Wappen and this one I believe is from Weisenberg.

No refernace to that plate in my police books, but I am sure Tony is correct on the Weisenberg wappen.

I really have no idea. That is a total guess, as the Wappen book only shows the Ortswappen and not in context with a whole helmet plate. There were other cities as well that used this style of tree. So Weisenberg is a "could be".
