Forgive me my for not giving here a satisfactory answer, but the content of the parcel triggered a different approach and a different association with me, which I after some thought dare to share with you. The Gazette des Ardennes being the presumed content of the parcel of the label has an interesting background.
For scans of volumes of the Gazette des Ardennes click HERE on the Heidelberg University pages, which was issued in the French language in Rethel, east of Laon, south-west of Sedan, near the northern plateau of the Aisne rive, "Journal for the Occupied countries".
Makes you think, what a German would do with a French magazine? The texts are obviously under German censorship and in the later editions from Charleville even loud-out pro German. So, the Gazette was in French for propaganda reasons but always under control of the Germans.
P.S. Forgot to add; The Gazette was edited by Bureau Wolff , a propaganda detachment set up by an order of the Oberste Heeres Leitung. First edit on 1 November 1914.

'La Gazette des Ardennes' was a German Propaganda newspaper that was published (from 1914 on) in the occupied territories of France and Belgium. It was distributed in the POW camps as wel.

Tournai is Belgium (not far from the French border).

Created in Charleville (France).

Thanks and Correct, Khukri, but first it was officially issued from Rethel, later from Charleville, as you can see at the scans of the first issues / editions.

British intelligence shows Feldpost 402 as being located in the area of Antoing, Tournai, Valenciennes.

For Feldpost 414 it simply says "Flanders".

This was as of the October 1917 report.
