M15 helmet stamped 1913?

Perhaps I am wrong, but this cleary seems an M15 helmet to me but is stamped 1913. What's the explanation?

And these don't look to be arsenal moved so one scenario could be that this is an older shell fitted post-war with M15 parts gathered here and there... although one has to admit these seem to be properly installed (except for the wappen).
 
I would guess it's a reworked pre-war helmet with gray fittings (original to the re-work) with a replaced wappen. Probably found without one at some point and the replacement was put in place. Another possibility may be that a soldier may have found it without the plate or one he didn't like and replaced it. Either way, it doesn't appear to be original to the helmet.
