Seller stated, "...and someone made it into a planter by attaching a metal piece to the top. I don't know if the point is on the top because if it is it would be covered by the piece that was added."

The bidders knew what it was, though. It sold for $910.00
 
So, if I'm reading this correctly, the seller thought the mortarboard was a planter attached rather than a spike? hmmm. Well, at least he was honest.
Selling price? Always up to the person / people who want it! The liner looks very red- rotted (Dry rotted), but one can't really tell without really looking at it. Otherwise, looks like it would clean up nice.

The shellack seems to be peeling off by places, Ron. I guess any attempt to clean it would make it worse. Better leave it as it is...
 
A little TLC and that piece would look 100% better. Take the rust off with rust remover. You could use multiple coats of black shoe polish to fill in areas of missing finish. I think the winner got a bit of a deal.
 
Look at this link for professional military shoe polish, used by Horse Guards for their shiny boots.

Nothing wrong to restore a damaged finish of a pickelhaube with this.

Yes I always finish the last coat with Parade Gloss. A helpful hint given to me by an ex military guy....use a nylon stocking or panty hose as your polishing cloth for that final finish.
