That is a perfectly appropriate Wappen for that helmet. The holes are present for the addition of the "Mit Gott für König und Vaterland" bandeaux that was added in 1860.

The Model 1860 Infantry helmet used, at least, four different Wappens where a standard line eagle was called for:
M1842 with soldered on bandeaux
M1842 with stamped bandeaux
M1842 with stamped (or soldered) bandeaux and FWR cypher
M1860 with or without FWR cypher
It is a pity that the crown is missing, and it doesn't seem to match the indentations on the leather shell, but it is an appropriate Wappen for the period.
It looks like this helmet originally had a grenadier Wappen.
