Gents, what exactly is Neusilber ("nickel silver" or "German silver")?

Was it brass which was plated with silver or actual nickel that would be plated with silver?
i.e. what was the core metal used let's say for Imperial Reichsadlers?

In other words, how can one tell tarnished or worn-out Neusilber fixtures from brass ones that would have partially lost their gilding? For instance, I've read somewhere that Neusilber tends to tarnish with a golden glow... :-k

I believe its an actual alloy of nickel and silver which involves no plating whatsoever. It tarnishes by first yellowing, then blackening, and polishes up to bright silver...
