Not a military wappen. And the chinscales seem odd.
The outer wings look similar to this fireman wappen.

The Iron cross looks like it has a loop similar to IC 2nd class but is worn like an Iron Cross pinback.

I think it's something like a joke...I never saw a bayonet with a sword porteepee, yes, the EK is a EKII, the rifle is not military, the tunic is strange, the boots are gigantic...perhaps from a comedy film?

Joe: I think this fellow may be a Customs border guard (Zoll Grenschutz) The rifle looks very much like a modified French Chasspot. The Germans captured several hundred thousand French rifles at the end of the 1871 war and modified them for use first by military units and later other civil organizations.

The Zoll idea is certainly an interesting angle. If so then the IC was from the 1871 conflict???? The customs wappen on pg 24 of the Johansson book has the same edges. So your theory might just be right on. I wish I knew more about these and LG uniforms.
 
Joe: 2 possibilities on the EK2. 1. 1870 award for Franco Prussian war service or 2. 1914 award for World War I. Assumption would be that the guy was awarded the EK2 while in the military, was injured, released from the military and ended up in the customs service. #1 probably makes more sense.

I like R1's story, the bayonet sure looks like a French one to me. What sort of Troddel did Zoll carry? For an OR the Schieber and Kranz should be the same colour, of course, I have been wrong about colours before.

The parts of the Troddel are the Band (the loop of cloth) Schieber (sometimes called the slider, the small ball shaped bit of cloth at the top of the Knot) Stengel (the stem) Krantz (the top of the acorn on a poreepee) and the Quaste (the tassels).

He is armed with an ex-French Fusil d'Infanterie Mle. 1866 which was captured during the Franco-Prussian war and later modified to fire the 11mm scharfe Patrone M.71 Mauser cartridge.
