It looks like this used to be a private-purchase helmet made in segments, but it appears to have an enlisted Pickelhaube visor on it, along with some EM Kokarden and a set of infantry officer scales.
The plate may be from a dragoon officer helmet. The eagle's head seems to have been broken off and stuck back on; it looks like the bird has a nail hole in it, too.

A sad end for a Tschapka.
 
Looks like the visor is folded over as is proper, but then sewn through. I woud agree though that the trim is probably from an EM helmet. What a mess.

One of Kaiser Wilhelm II's Tschapkas may have had exposed stitching on the visor, come to think of it.
There may also be one in a collection in Japan.
