Yes, Mike & Brian have it ID'd to the correct State.
Where did this come from? Was it ground dug? What does the backside look like (any loops or pins/prongs for attaching it?)
Could this be a Napoleonic era or possibly earlier item, or at the youngest age, mid 1800's era?
Possibly used for a cartridge box flap, or a cross-strap, would be my guess.
