Pre-WW1 Ottoman Turk Cavalry & Artillery Cross-Belts/Pouches

This guy is not artillery. However, there are many similarities between his uniform and the one on your picture. I think the metal is similar. And also the sword has certain similarities. So I am assuming that this guy is in the service of the Ottoman Turks??? Can you clarify at all?
