Just to simplify a bit what Coert and Lars indicated. die Garnitur was a system of indicating the use of issue clothing and equipment based upon it's condition and stamping the lining with the level;

- 1st Garnitur - Parade and special occasions;
- 2nd Garnitur - Walking out dress;
- 3rd Garnitur - Work detail; and
- 4th Garnitur - Daily duty and field use.

And it keeps going higher if the item is still useful.
As noted, every I on a Garniture will be different, as they were stamped at different times.
This a Waffenrock of course, but same process.

Great looking helmet and fantastic information on the lifespan of pickelhauben, issuing, repair and the other information not normally thought of when considering why they have certain markings.
