People have mentioned sending cash for relatively small transactions. But no one seems to mention sending cash by Registered Mail. The fees don't add up to very much, and seems quite secure. I've received registered mail often from Germany without any problems. And I've sent cash to Europe many times without any loss.
 
I have lost cash only one time, and that was in a registered letter to Germany, getting the US post to trace a registered letter is impossible. I feel that being a registered letter calls attention to the fact that it contains money, since the anthrax scare in the US, cash is much safer in a normal letter.

As to sending cash via registered letter: It is okay, but not perfect. For me it has worked well most of the time.

My worst experience was EUR220 which didn't arrive but we had an excellent evidenciary trail to track an apparently empty envelope. Whether the receiver dishonestly claimed the envelope was empty or someone helped himself along the way will never be known. And, when you think about it, there is no way to identify just where the envelope might have lost its contents.

A learning experience.

My new policy: For amounts less than, say, EUR500, I send a certified bank draft. For larger amounts, I use telegraphic transfer. If the seller bawks, no deal. So far so good.
